Job Summary:

FHI 360 designs and implements English language programs for learners around the world, strengthening job and technical skills and education systems in support of global workforce development and economic opportunity. The Online Professional English Network (OPEN) Program creates openly licensed learning resources for English as a Foreign Language (EFL) educators, including intensive 8-week asynchronous online courses, Massive Open Online Courses (MOOCs) and live webinars. OPEN also creates materials to support the English language acquisition of learners and professionals. This project is funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, Office of English Language Programs (ECA/A/L).

We are seeking a Technical Officer II to provide a range of technical and administrative services to support project implementation. This position reports to the Associate Director for OPEN Content Development and works closely with other Technical Officers and program staff at FHI 360 and with ECA/A/L to support the implementation of the OPEN Program, specifically supporting the development of online courses in a variety of formats geared toward English educators, learners and professionals and American English Live webinars, in addition to supporting the program’s monitoring and evaluation initiatives. The TESOL Technical Officer II provides technical support services to assigned projects under supervision to ensure learning resources meet program standards for TESOL content, Instructional Design, Creative Commons Licensing, and Section 508 Compliance. Additionally, the Technical Officer will coordinate and monitor execution of the drafting, deployment, analysis, and reporting for all award-required monitoring and evaluation activities for courses and virtual exchanges. As such, the Technical Officer will serve as the primary liaison for ECA’s Domestic Monitoring and Evaluation (DOME) team, contributing to annual project monitoring plans and biannual M&E reporting.

Accountabilities:

Technical Requirements:

Works closely with OPEN program staff, partners, and subject matter experts (SMEs) to ensure activities are implemented according to standard operating procedures (SOPs), ensuring project implementation remains technically sound and adheres to program standards agreed upon with the funder:

As assigned to lead new content development projects, ensures project activities are on track with work plans and contractual requirements, with technical expertise informing project implementation. Communicates with SMEs to ensure that project milestones are completed on time and up to program standards.

In collaboration with Technical Officers and project leadership, writes technical reports to facilitate best practices, policies and procedures, including but not limited to guidelines and standards for curriculum development and open licensing.

Provides technical support by contributing to the review of proposals for new content development projects and the selection of partners or subject matter experts.

Provides technical support by moderating discussion boards in MOOCs, answering questions and guiding discussions, as needed.

Works with program team to ensure activities are implemented according to SOPs, including training new staff on program guidelines, tools and procedures for course development projects.

May support live event implementation by providing textual support to audience via chat and comment boxes during live event implementation.

May support the development of live event related social media content, providing draft content outlines to graphic designers.

Project Design Implementation:

Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines:

Maintains database of project indicators and activities, including award-required MODE indicators;

Assists with collecting data for inclusion in client reports by coordinating the drafting and dissemination of end-of-course and exchange surveys and six-month post-course surveys for select courses;

Assists with creating reports compiling survey results and maintains high-level statistics regularly gathered from survey data;

As needed, assists with conference presentations.

Business Development and Client/Funder Support:

Drafts Project Monitoring Plans for annual proposals, based on the design and direction set up by technical leadership.

Collects data for inclusion in proposals.

Assists with proposal research.

Assists with developing proposal strategies.

Responds to technical requests and inquiries from internal and external staff related to assigned activities.

As needed, participates in client/funder meetings.

Operations Management (Finance, HR, etc.):

Ensures project activities are on track with work plans, with technical expertise informing project implementation.

Quality Assurance:

Develops knowledge of quality standards for project implementation, and uses M&E data to document processes, procedures, and responsibilities for achieving objectives.

Performs other duties as assigned.

Applied Knowledge & Skills:

Moderate knowledge of concepts, practices, and procedures for providing technical support for content development initiatives;

Development of scope of work and deliverables for partners, consultants, etc.

Proficiency with online tools for content development and monitoring and evaluation;

Has sensitivity to cultural differences and understanding of the political, contextual and ethical issues in assigned areas;

Articulate, professional, and able to communication in a clear, positive manner with clients and staff;

Must be able to read, write and speak fluent English;

Excellent organizational and analytical skills;

Demonstrated proficiency with using Microsoft Office Suite required;

Ability to analyze and interpret data, identify efforts and prepare reports;

Ability to solve problems and implement corrective action as needed.

Problem Solving & Impact:

Has no supervisory responsibility.

Receives methods and procedures on new projects and assignments.

May provide guidance to other lower-level staff.

Typically reports to an Associate Director or Director

Education: **

Bachelor’s Degree or its international equivalent in Education, International Education, TESOL, Instructional Design, Educational Technology or related field; Master’s degree preferred.

Experience: **

Minimum 4 years of experience including experience teaching or developing curriculum for an EFL audience. 6-8 years of experience, including experience with EFL teacher training preferred.

Experience with learning management systems (LMS) required. Experience using Canvas preferred.

Experience with word processing software and Microsoft Excel required. Experience with SharePoint, Qualtrics, and project management software such as Jira preferred.

Experience planning and executing online events, including the use of online meeting tools such as Zoom, preferred.

Experience with intellectual property and licensing considerations in the educational context preferred; in particular, experience with open licensing using Creative Commons licenses.

Must be able to read, write, and speak fluent English.

Demonstrated ability to learn quickly, to think strategically and creatively, to find innovative ways to respond to emerging organizational and project needs, and to respond flexibly and adapt to changing funder requests and priorities.

Prior work experience in a non-governmental organization (NGO), government agency, or private company required; experience with a USG international exchange such as Peace Corps, Fulbright English Teaching Assistant, or English Language Fellow or Specialist preferred.

Travel Requirements:

Minimal travel may be required to support funder approved conference and outreach activities, or to support overseas engagement with program participants or alumni.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: USD 68,000 - 88,000 annually
