FHI 360 designs and implements English language programs for learners around the world, strengthening job and technical skills and education systems in support of global workforce development and economic opportunity. The Online Professional English Network (OPEN) Program creates openly licensed learning resources for English as a Foreign Language (EFL) educators, including intensive 8-week asynchronous online courses, Massive Open Online Courses (MOOCs) and live webinars. OPEN also creates materials to support the English language acquisition of learners and professionals. This project is funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, Office of English Language Programs (ECA/A/L).
We are seeking a Technical Officer II to provide a range of technical and administrative services to support project implementation. This position reports to the Associate Director for OPEN Content Development and works closely with other Technical Officers and program staff at FHI 360 and with ECA/A/L to support the implementation of the OPEN Program, specifically supporting the development of online courses in a variety of formats geared toward English educators, learners and professionals and American English Live webinars, in addition to supporting the program’s monitoring and evaluation initiatives. The TESOL Technical Officer II provides technical support services to assigned projects under supervision to ensure learning resources meet program standards for TESOL content, Instructional Design, Creative Commons Licensing, and Section 508 Compliance. Additionally, the Technical Officer will coordinate and monitor execution of the drafting, deployment, analysis, and reporting for all award-required monitoring and evaluation activities for courses and virtual exchanges. As such, the Technical Officer will serve as the primary liaison for ECA’s Domestic Monitoring and Evaluation (DOME) team, contributing to annual project monitoring plans and biannual M&E reporting.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
